Commission Approves Rubber Mix For Road Repair

(STURGIS) – It's going to be a first for the City of Sturgis.

On Wednesday the City Commission was presented with a proposal to reconstruct North Franks Avenue with crumb rubber modified hot mix asphalt. The second part of the project would be to repave the parking lots at the Doyle Community Center and the Sturges-Young Auditorium.

City Engineer Barry Cox says in July 2013, the City was approved for a Michigan Department of Environmental Quality Scrap Tire Market Development grant for almost $51,000. That grant will cover 50 percent of the mix to be placed on North Franks Avenue.

Cox says while it is more expensive than a standard asphalt road, there are some benefits to using this material. ...... {LISTEN}.

The Commissioners approved three recommendations regarding this project. The first was to approve the bid for site work on the projects with Niblock Excavating for just over $173,000. The second was also to contract with Niblock Excavating for the paving alternate bid for a cost of $80,802. The final recommendation was to purchase up to 1200 tons of material from Cass County to be used for paving the road and parking lots.

The recommendations passed by equal votes of 8-1 with Commissioner Mike Gay casting the lone no vote each time. He said he was not happy with work Niblock has done in Sturgis in the past.

City Manager Mike Hughes says there had been some problems with the company, but he wasn't ready to sever ties with Niblock Excavating. Hughes says City staff will to a better job of monitoring the work of Niblock and if there are problems to address them early.
